The Guam Waterworks Authority (GWA) is an Equal Employment Opportunity (EEO) employer. As an EEO, GWA recognizes the importance of fair and equal employment practices in the workplace. This means that all GWA employees in our administrative, engineering, operations, compliance and safety divisions are not discriminated against because of age, race, color, gender, religion or disability. We take these principles seriously.
GWA’s mission to provide outstanding customer service by delivering excellent water and wastewater services in a safe, reliable, responsible and cost-effective manner cannot be met without our strict adherence to EEO, Fair Labor Standards Act (FLSA), child labor laws, Family Medical Leave Act (FMLA) and all local and federal employment regulations.
We require every new GWA employee to attend trainings on all local and federal employment regulations so that they understand their employment rights from the start, and we encourage all employers to do the same.
Compliance and ensuring the safety of young people below the age of 18 years in the workplace is especially critical. Over the last few years, the Government of Guam has implemented a Summer Youth Employment Program administered by the Department of Youth Affairs. GWA recognizes that employers of people below the age of 18 must ensure that children’s safety and well-being are observed and that child employment does not inhibit their health or educational opportunities.
GWA has developed and implemented a child labor standard operating procedure and training presentation for youth employment workplace policy. Click the links below to access:

Policy is not just a matter of compliance – it is also a matter of public trust; and while serious violations may occur because of improper employment practices, the community places trust in our ability to preserve the rights of our employees as they are the driving force in managing and maintaining critical infrastructure that our residents, visitors and military partners depend on every day.
