BLACK CONSTRUCTION GETS MULTI MILLION DOLLAR AWARD FOR NDWWTP

FOR IMMEDIATE RELEASE: GWA awards multimillion dollar project to Black Construction Corporation for the upgrades to the Northern District Wastewater Treatment Plant (NDWWTP)
General Manager Miguel C. Bordallo announced the award of the project, worth approximately $122 Million, to Black Construction Corporation for secondary treatment upgrades to the NWWTP, which will begin this summer and take approximately 2.5 years to complete.\
“This upgrade to the Northern District plant is a major milestone in improving our wastewater services for the benefit of Island residents and the protection of both our marine environment and the Northern Guam Lens Aquifer,” stated Bordallo. “This project will ensure that Guam’s largest wastewater treatment plant will meet the National Pollutant Discharge Elimination System (NPDES) permit requirements by the U.S. Environmental Protection Agency (USEPA), and increase hydraulic capacity throughout the facility to accommodate future flows,” added Bordallo
. “GWA’s execution of this project utilizes a portion of $173M in federal grant funding through the Office of Economic Adjustment, and allows us to achieve voluntary compliance with EPA regulations without undue burden on GWA ratepayers,” Bordallo said.
