Benavente - General Manager of Consolidated Utility Services
Mr. Benavente was appointed to his current position in June 2005 to oversee the Guam Power Authority (GPA) and the Guam Waterworks Authority (GWA). GPA provides the community of Guam with energy services and GWA provides the civilian community with water and wastewater services.
Mr. Benavente has over thirty five years of technical, engineering and management experience in the power and water related field both in the government and private sectors. He has served as the General Manager of Guam Power Authority (GPA) for 9 years. Mr. Benavente is experienced in management, operations and maintenance in both utilities and his experience includes work on negotiating a Customer Supplier Agreement with the US Military, negotiating Energy Conversion Agreements with private power providers, and is further experienced in strategic planning, succession planning, rate proceedings, legislative hearings, bond credit rating presentations, bond issuance, environmental permitting, power plant construction, transmission and distribution construction, energy management system, budgeting, collections, typhoon and earthquake recoveries. Mr. Benavente holds a Master of Science in Engineering Management degree from the University of Missouri (Rolla) and a Bachelor of Science Mechanical Engineering degree from the University of Dayton. He is also a registered Professional Mechanical Engineer in Guam.
